Note

The National Archives and Records Administration, NARA, has an almost identical photograph (ARC Identifier: 520053) of president Roosevelt signing the declaration of war against Japan on December 8, 1941. That photo was taken by White House photographer Abbie Rowe (1905-1967) who was employed by the National Park Service and worked at the White House from 1941 until 1967.
