From http://www.wmo.ch/web/www/TCP/Reports/HC26-English.pdf, this image shows flooding caused by Tropical Storm Odette in December of 2003. I believe this is Fair use, as it's from the World Meteorological Organization Final Report for the 2003 Atlantic hurricane season. In addition, it is low resolution, and it helps display flooding caused by Odette in the Dominican Republic, something no other image does.
